Avondale residents and development partners are encouraged to provide feedback about proposed changes to user fees, which will take effect September 1, 2025.
A copy of the Public Notice Report 2025 User Fees along with a comprehensive list of Development Services, Engineering, and Fire fees and the additional fee recommendations by staff can be found linked on the right side of this page.
A presentation on the proposed adjustments will be made to Council on June 16, 2025, at 5:30 p.m. in the Avondale City Council Chamber (11465 W. Civic Center Dr. Avondale AZ 85323). On July 7, 2025, City Council will hear a final presentation on the proposed fee changes and adopt the fees.
The City contracted with MGT Consulting Group (MGT) to evaluate fees related to Development Services, Engineering, and Fire, including their structure, the City’s cost to provide the services, and a comparison of the City’s fees to neighboring cities. Findings revealed that 73% of these fees had not been adjusted since 2019. The recommended fees are designed to recover an appropriate share of the cost of providing services while staying competitive with neighboring jurisdictions.
In addition to the updates to these fees covered by the MGT study, staff recommends updating the court enhancement fee, copy fees, and special event fees.

Avondale development partners are encouraged to provide feedback on draft revisions to Chapter 24 of the City of Avondale Code of Ordinances regarding Water Service and Water Resource Management. The draft revised Water Resource Ordinance can be found linked on the right side of this page.
This draft revised ordinance addresses certain terms, conditions, limitations and other requirements regarding the provision of municipal water services by the City of Avondale. Additionally, this proposed ordinance sets in place certain measures that will provide for a sustainable water supply for existing and future customers and other water users across the city due to the finite availability of water resources and their susceptibility to drought and other limiting conditions.
