    Subject: Zoning Ordinance Text Amendment – Revise various sections of Chapter 28 – Application PL-23-0072


    Purpose: The City initiated text amendments will allow for continued refinement of the Zoning Ordinance to reflect changes in policies and procedures, allow for clerical corrections, and address the overall accuracy and usability of the Zoning Ordinance.     Location: This project is located along Eliseo Felix Jr Way North of Van Buren Street intersection and along Van Buren Street from the east side of the Agua Fria River to North Fairway Drive

    Schedule: Preliminary work for the project has already begun. Traffic control setups are expected to be put into place Mid-March 2023.

    Traffic Interruptions: Traffic control barricades and signage will be setup throughout the duration of this project. Below is a tentative schedule for the traffic control restrictions:

    • 3/14/2023 to 4/07/2023 - This work is complete
      1. N Eliseo Felix Way, North of Van Buren St.
        • Expect Traffic Control Devices and Lane Restrictions
        • TF Contracting Services will maintain access to the business drives along N Eliseo Felix Jr Way
      2. Van Buren St.
        • Expect traffic control devices and lane restrictions for eastbound Van Buren St. travel, from N Fairway Drive to N Eliseo Felix Jr Way
        • Intermittent right and center lane closures for westbound Van Buren St. traffic

    • 4/07/2023 to 5/19/2023 - Due to below-grade and unforeseen conditions, this work is now expected to be completed July 28, 2023 This phase was substantially completed on August 7, 2023. There may be some minor adjustments as the contractor completes the punch work.
      1. Van Buren St.
        • Expect Traffic Control Devices and Lane Restrictions for eastbound Van Buren St. travel, from N Fairway Drive east to the Agua Fria River
        • Intermittent right and center lane closures for westbound Van Buren St. traffic
        • Expect turning limited movement restrictions on 127th Ave.
        • TF Contracting Services will maintain access to 127th Ave. and Fairway Dr.

    Background: As the City's sewer infrastructure ages, rehabilitation and maintenance become more important to assure system integrity. Repairs may also be required to maintain compliance with federal, state and local regulations. The 10th Street Lift Station force main project has an approximately 4,600 linear feet of existing 12- inch ductile iron pipe (DIP) force main that is aging and deteriorated. The project scope is to replace the deteriorating DIP force main with a new 12-inch force main of a Butt-fused high-density polyethylene (HDPE) pipe including the installation of two air release valves (ARVs).

    Purpose: The amendments will improve the conditional use permit process by allowing review and final action by the Planning Commission, unless appealed to City Council

    Summary: The purpose of text amendment is to make the City’s conditional use permit (CUP) review process clear and effective. The proposed changes will benefit the development community by eliminating additional review and approval time.
