This is a public hearing before the City Council to consider an appeal request by Adam Baugh of Withey Morris Baugh (on behalf of Extra Space Storage, Guardian Storage III, LLC) to reverse the Planning Commission’s denial of Application PL-23-0303, a Conditional Use Permit (CUP) to allow for a mini-storage warehouse and personal storage development on 2.3 acres, located at the southwest corner of Indian School and Osborn Roads. The property is zoned Palm Valley Planned Area Development (PAD), which includes C-2 (Community Commercial) uses. This project was previously approved as a Conditional Use Permit by the City Council on June 21, 2021, zoning case PL-21-0003. The CUP has expired, and the applicant is requesting a new approval of the CUP for the same project to move forward with the development. The City Council may affirm, reverse, or modify the decision of the Planning Commission.
Written comments on this request may be submitted to the Planning Division. Written comments must pertain to the matters heard by the Planning Commission for consideration of the Conditional Use Permit.

Request: Major General Plan Amendment (PL-23-0299) and Rezone (PL-23-0300) on approximately 239 acres.
Location: Southwest Corner of Avondale Boulevard and Lower Buckeye Road
Major General Plan Amendment: Amend the General Plan designation from Medium Density Residential, Estate/Low Density Residential, and Local Commercial to Business Park and Local Commercial
Rezone: Change the zoning from Agricultural (AG), Fleming Farms Planned Area Development (PAD), and Diamond P Ranch PAD, to Hermosa Ranch Technology Campus – North Planned Area Development to allow for a Data Center, Technology Campus, and Local Commercial center.
Grocery/Retail Uses. The City’s economic development department is consistently working with developers and business decision-makers to recruit new retail, restaurants, and future grocers into the community. South Avondale specifically is a high priority for the team and new residential is creating heightened demand for retail (including grocers) and restaurants. This proposed project will help progress those efforts twofold. The southwest corner of Lower Buckeye and Avondale will be set aside for retail and restaurants. The proposed project itself will help increase daytime population density with higher-wage jobs, which is very appealing to restaurants and retail dependent upon work-week lunch crowds and shoppers.
Water Usage. The proposed data center will use turbo air-cooled chillers and a closed water loop cooling system. This technology greatly reduces water demand compared to other data center cooling technology that uses water cooled chillers which consume and discharge a tremendous amount of water. In the case of the Hermosa Ranch Tech Campus North, this project will use considerably less water than the residential development currently anticipated for the site per the City’s General Plan.

The City of Avondale’s Development Services Department has launched an interactive Development Progress Dashboard, which can be found linked at (https://avondale.maps.arcgis.com/apps/dashboards/61efc84ff1ca44ec9afbe9847b96c58f) that provides the public with an up-to-date view of active development projects in the city. Projects include single-family residential, multi-family residential, commercial, and industrial developments.
The dashboard is a collaborative effort between the Development Services Department and the Information Technology Development’s Geographic Information Services (GIS) division. It is best viewed on a tablet or desktop computer and will continue to be refined over time.
“We are excited to offer this new resource to our residents, business owners, and anyone interested in development activity in Avondale,” said Jodie Novak, Director of Development Services. “This dashboard will help keep everyone informed about current development progress in our city.”
